Shaping the Future of Affordable Housing in Kenya: Kutoka Network’s Advocacy in Action

In a landmark initiative, Kutoka Network recently played a pivotal role in the review process of the Proposed Affordable Housing Regulations 2024, advocating for amendments that ensure equitable, transparent, and accessible housing for all Kenyans. Access to affordable housing remains a critical challenge in Kenya, affecting millions of low and middle-income earners across the country. Clarification on Legislation: We noted the lack of clarity on whether the new regulations would override the existing Housing Act Cap 117 of 2012. Our amendment proposed explicit references to avoid legal conflicts and streamline the implementation of housing policies.
Elimination of Deposit Requirements: Recognizing the financial burden that upfront deposits represent for potential homeowners, we advocated for the removal of this requirement, suggesting that the government leverage existing fiscal resources to facilitate housing access.
Enhancing Transparency and Public Participation: We pushed for amendments in Regulation 26 to broaden the scope of public participation and ensure that detailed information about housing projects is readily available to the public, preventing potential misappropriation of funds.
Specific Amendments for Inclusivity: Our suggestions included defining what constitutes a “primary residence,” specifying eligibility criteria for housing tenders, and ensuring that housing cooperatives are recognized and involved in the housing process.

The proposed amendments submitted by Kutoka Network are intended to make the Affordable Housing Regulations more robust and aligned with the real needs and rights of Kenyan citizens.
